INTER-CITIES COOPERATION FOR URBAN RISKS MANAGEMENT
PRELIMINARY DRAFT OF A CHARTER

In the opportunity of their participation to the Mediterranean Seminar on Urban Risks Management, held in Marseilles by 10 and 11 December 2003, the Mayors, Governors and the official Representatives of the Cities listed in annex :

NOTING:

·  The continuous increase of urban risks, along with the vulnerability of Cities, notably in the field of floods, seisms and technological accidents,

·  Their concern about the most efficient means of risks prevention and reduction, as well as the organization of the fight against the risks effects,

AGREE ON THE FOLLOWING :

·  To reinforce their professional links in order to jointly elaborate the bases of a strategy, aimed at better tackling the urban risks.

This strategy will rely on the development of exchanges between Cities and on a support to a better and durable functionment of technical networks at local, national and international level.

More precisely, this strategy will be developed along the following axes :

·  To disseminate and promote the know-hows and practical procedures of each Member, so benefiting to all Members.

The system will concretely include a component of reciprocal information, notably through Internet; and a component of joint education through formation-action exchanges, experts visits, students bourses etc …

·  To study and evaluate all available methods and techniques :

- On the one hand, for the prevention and reduction of hydro-meteorological, seismic, and technological risks (cf. data pertaining to hazards and to rules of land use and construction) as well as for crises management (preparedness and rescue, public Offices and Operators organisation; emergency medicine).

- On the other hand, for actions dealing with awareness, formation, alert and mobilization of populations.

·  And to define an organizational scheme, entitled “network of networks”, grouping under the aegis of existing cooperation organisms, the sum of the previously defined technological networks, in view of coordinated actions.

The follow-on of its implementation will be ensured by a Steering Committee, able to assess the progress of the relevant projects.

This Committee will report to the signing Members of the Charter.
